Current Rule: CTs may kill anyone outside of cells before cells are opened.
This rule applies to freedays, which the warden chooses. If the warden picks a freeday, CTs usually leave cell area and go find a hiding spot, maybe play something or just bhop around away from cells. What I have commonly seen, is when a T does a secret to get out of cells (for example they beat their cell game on JB_Undertale and they get teleported to 4 Corners) and CTs see them, they instantly shoot at them and think "oh wow he's out of cells before 9:00 let's kill him!". IMO this is something we should change. If you're wondering why let me show what the new rule would look like...
New Rule: CTs may kill anyone outside of cells before cells are opened. This rule is negated during freedays, unless CTs know cell doors have been opened.
During a freeday round, before 9:00 hits (the time cell doors open) and a T is outside their cell, for another example they're bhopping around the map, how could a CT know that the cell doors have been opened unless they have seen that they've been opened by someone? If the automatic cell open time (for most maps) is 9:00 then CTs expect Ts to be out at that time or after it. They barely expect someone to be outside of their cells so they on the spot start killing them (unless they don't know the rule). It's a little like the other variation of the rule, for normal rounds, when for example: (on MC_Beta a T goes through USP Secret and opens cells before 9:00 the CT is allowed to kill the T if they saw who opened the cells). These examples connect because in the 2nd example I just mentioned, the CT can kill if they saw who opened the cells, and in the 1st example, the CT should have to know that the cells are opened before killing a T outside cells.
